On March 31, 1898, a humble act initiated by Maryland General Assembly, House Bill 742, sparked the genesis of what we know today as Frostburg State University. It all started as "Frostburg State Normal School No. 2", the brainchild of John Leake of Vale Summit in Allegany County. His proposal, presented on the Assembly floor, was the impetus for the establishment of this institution. After careful evaluation by the State Board of Education, the town of Frostburg generously offered the two-acre Beall Park to serve as the cradle of this institution on August 9, 1898.
The initial structures of what would eventually grow into a massive campus began to be gestated the following year. September 4, 1899, witnessed the ceremony of laying the cornerstone of Old Main, the first building of what was then “Frostburg State Normal School No. 2”. Right on the heart of Beall Park, it was strategically positioned to face Loo Street (currently known as College Avenue), and to overlook the downtown area of Frostburg, as recognition to the city that had warmly embraced its inception.
It wasn't until September 15, 1902, that this fledgling institution opened its gates to 57 eager students. Under the guardianship of the institution’s first administrator, Principal Dr. Edward D. Murdaugh, the students began their academic journey. Just two years later, in 1904, eight students made history as the first graduates of the college. They didn't only receive a diploma, but a lifetime teaching certificate as well, stamping their mark in Maryland’s history and educational landscape.
Up until 1912, the burgeoning school saw its first major infrastructure growth with the approval and eventual completion of a new gymnasium by 1914. The years after this development bore witness to the opening of several dormitories, with the first one in 1919 and the second following suit in 1925. By 1927, Allegany Hall - a combined structure of an auditorium, gymnasium, and heating plant - was added to the growing campus.
The original vision of this growing institution was to mould educators for public school systems across the state. Seizing its growth and evolving needs, the institution changed to "State Teachers' College at Frostburg" (often referred as Frostburg State Teachers College) and started offering a Bachelor of Science in elementary education in 1935. This was after expanding its curriculum twice, first in 1931 then in 1934.
Fast forward to 1945, Lillian Cleveland Compton assumed leadership as the first female president and had to navigate the institution through its planned closing. Compton, however, was resolute. Under her guidance, the institution celebrated its golden jubilee, saw a significant spike in enrolments (62 in 1945 to 500 in 1954), expansion in faculty, and extension of the campus area from eight to 40 acres of land - along with the revamp of the curriculum development including a program to train junior high school teachers. This rapid growth, despite the recommendations of the American Council on Education to close the college in 1947, the institution's resilience stood the test of time.
1955 marked another pivotal moment as R. Bowen Hardesty took the chair of presidency from Compton, and steered the institution towards even more profound expansion. The burgeoning college now expanded south, striding towards a vision of improvements and modernization. This paved the way for sweeping changes that included the opening of several halls and a new school known as the Lincoln School.
In 1960, marking a transitional period, the institution was granted the right to award Bachelor of Arts degrees, introducing a Master of Education degree, showing a potent change in the educational mission of the establishment; this consequently led to the school being renamed as Frostburg State College in July 1963. By 1987, the college received the honorary University status, marking its evolution into what we know today as - Frostburg State University.
As the university gained momentum, it amplified its scope and established a campus in Hagerstown in 1988. This new campus transformed into the University System of Maryland at Hagerstown in January 2005. In 2012, reflecting its strong growth and evolution, Frostburg State University offered its first doctoral degree.
